President Lincoln’s Emancipation Proclamation in 1862 played a fundamental role in opening the door for the African-Americans to enlist in the Union Army. Despite the fact that most of them had wanted to war effort earlier, the federal law had prohibited them from enlisting. President Lincoln had also feared that if he authorized their recruitment, Border States would secede from the Union.
